Towards sustainability: the new EU regulation (PPWR)
The Packaging and Packaging Waste Regulation (PPWR) is a transformative EU legislation aimed at reducing packaging waste and promoting sustainable packaging practices across Europe. Formally approved by the EU Parliament on 25 November 2024 and by the Council of Europe on 16 December 2024, the regulation introduces binding targets for packaging reuse, refill, and recycling, significantly enhancing the EU’s commitment to a circular economy.
PPWR replaces Directive 94/62/EC and amends Regulation (EU) 2019/1020 and Directive (EU) 2019/904. It establishes clear guidelines for reducing single-use packaging, setting minimum recycled content requirements, and ensuring that all packaging placed on the market is designed for recycling by 2030 and recyclable at scale by 2035. Special attention is given to substances of concern, such as PFAS, with stringent restrictions in place.
The regulation impacts many sectors, including e-commerce, HORECA (Hotel, Restaurant, and Café/Catering), and retail, requiring businesses to adapt their packaging practices. By focusing on sustainable materials and eco-friendly packaging designs, PPWR aims to reduce environmental impact, align with consumer demands for greener products, and drive innovation in packaging solutions.
This regulation is a significant step towards sustainable food systems, emphasizing the importance of reducing waste and fostering a more resilient environment for future generations.
