New EU labelling requirements

Commission Regulation (EU) 2026/1123 of 26 May 2026 laying down labelling requirements for plant protection products and repealing Regulation (EU) No 547/2011

The European Commission has adopted a new regulation on the labelling of plant protection products, marking a significant step toward improving the clarity and accessibility of safety information for users and the wider public.

Recognising that clear and actionable information is essential for protecting both human health and the environment, the revised framework introduces more harmonised and user-friendly labelling requirements. The new rules aim to ensure that critical safety instructions are easier to understand and apply in real-life conditions, particularly for professional and non-professional users.

Key updates include standardised guidance on safe handling and conditions of use, clearer instructions for the disposal of empty containers, and enhanced communication of specific risks, including those affecting non-target organisms such as pollinators. The regulation also strengthens the visibility of precautionary measures and risk mitigation practices, supporting more responsible and informed use of pesticides.

A notable innovation is the introduction of digital labelling, which will complement physical labels by providing extended, easily accessible information through electronic means. This approach is expected to improve information availability while accommodating more detailed and up-to-date content.

The new requirements will apply to all new or renewed applications for plant protection products submitted from January 2028, allowing stakeholders sufficient time to adapt to the updated system.

This initiative aligns with the EU’s broader objectives under the Farm to Fork Strategy and the Sustainable Use of Pesticides framework, reinforcing the commitment to safer, more sustainable agricultural practices across Europe.
